Can you tell me what the city uses for fertilizer on the park lawns please. I particularly admire Bear Creek Park grounds. Thank you very much for any information you may be able to provide.

You would have to contact the parks department directly, as I have no idea. Also, Bear Creek Park is a county park, so you would need to contact El Paso County Parks about that park.
