Frank oversees commercial and residential water efficiency conservation programs, rebates, outreach and education. His work has helped earn Colorado Springs Utilities several awards, including the 2015 WaterSense Award of Excellence. He helped launch the first EPA WaterSense New Homes rebate in the nation. His board service includes Co-Chairing Colorado WaterWise, a statewide non-profit organization of water-conservation professionals, USGBC Colorado Southern Branch Steering Committee, and others.
