Good discussion. Some small corrections – the proposal in 2c (which failed) would not exactly have left the $22M totally in the hands of Parks staff – budgets would be approved by TOPS working committee and parks board after staff made a recommendation and before going to council for approval. The issue that many open space advocates had was that the language in the ballot did not prevent such a budget from being passed, and therefore did open the door to converting TOPS into a maintenance fund – but to do so would have required the vote of 2 public board and council in order to move it forward.
The concept to extend AND INCREASE TOPS FROM .1% to .15% in April 2021 was never really presented as an alternative – because of the restrictive TABOR 30 word limit. Many of us appreciate Mr Murray supporting a simple (non-tabor) extension at that time, but the idea of expansion to .15% was not part of that proposal.
