  1. Edited to add …. I should have included other service contractors. It won’t be only photographers who will be making payment directly to the privately-owned visitor center without having personally negotiated a service agreement with the direct recipient of those funds.

  2. As always a thoughtful and interesting podcast. You were pretty hard on the parks department in your discussion about photography fees. And rightly so. I wonder just how many major missteps Ms. Palus will be permitted to make without her competence/judgement being called into question? I believe that the issue with the photography fees lies not in the fees themselves – which do appear to be a bit excessive. The issue is that the city formed an agreement with the privately-owned visitor center. Thus photographers will be writing a check directly to someone with whom they themselves had formed no “pay for services” agreement. The city did that for them without their knowledge or consent. That’s a bit iffy if not outright illegal. More importantly, the visitor center has no legal obligation to reveal the disposal of those incoming funds, whereas the city would most certainly have had that obligation to the public.
